Согласен, но вопрос был "Последнее предложение непонятно", а не весь фрагмент в целом.
Ясно, что речь идет о скачках/заезде на пони, так что последнее предложение понятно.

Интересно, что google не находит ни одного результата для "not to have reached", но зато полно результатов "riders who have not reached" - что вполне понятно.

Я уже в итоге поняла о чем речь
Про не достигших возраст 16 лет: тут вот какая штука - по правилам конного спорта и скачек соответственно, возраста спортсмена и лошади исчисляется с 1 января , т.е не важно в каком месяце текущего года будет 16 лет, считается, что тебе 16 лет с 1 января.
А в последнем предложении речь шла о скачках «в поводу», это когда наездник совсем малыш, то рядом с ним идёт взрослый и ведёт его пони за повод.
Короче, если не втёмную, то вообще вам чушью показалось:))
