Правил, не нашел как верно переводить подобные предложения.
Но, вот есть примеры, показывающие, что имеется ввиду.
What number is one tenth as much as 0.3?
.3 x .1 = .03
What number is one tenth as much as 4000?
1/10 * 4000 = 400
Поэтому переводы от остальных людей весьма сложны в понимании смысла.

Userbit, let’s say you and your sister had piggy banks and you broke them open the same day. When you counted your money, you had $10 and she had one tenth as much, she would have one dollar.
