Best Answer: Here is the documented answer, and it is different from the previous answers!

There is no such thing as "headquarter" as a noun. The only noun is a PLURAL NOUN!! I'll give you documentation, but first note this:

Headquarter CAN be used as a verb ("the general staff will headquarter in the castle.") Or as an attributive adjective ("we drove by the headquarter camp," or "we paid headquarter expenses"--both these sentences are directly from the Oxford English Dictionary).

But if you want to talk about the noun, once again, it is plural and it is NOT proper to say "The headquarters is located in the building." You MUST say The headquarters ARE located in the building."


Note that it is a noun, plural only (n. pl.)!!

Note also that some American dictionaries accept the singular verb (because of usage) when referring to the authority rather than the physical location
