AGILE TALENT refers to people who don't work directly for a company, but lend their abilities to help company assets (employees) fulfill certain roles. For instance, a company may choose to hire a professional writer to work with the in-house printer in putting together a company brochure. This benefits the company because it means less employees and more independent contractors, which reduces tax expense.

It should be something like “occasional workforce” or “external talent pool”. But this concept may not exist in Russia and you may just have to contrive a term that explains it.

Very good! Note that sometimes in English we use the words TALENT and ASSET to refer to people who perform any function for a company or organization.
