Al, GUESS doesn’t mean the same as THINK. “I guess” is another way of saying OBVIOUSLY.

Nope. I GUESS followed by a proposition means OBVIOUSLY in actual English.
[your friend said he’d meet you at the café at 3]
It’s already 3:15… I guess he’s not coming [=obviously he’s not coming]
It’s already 3:15… I think he’s not coming [=I don’t know for sure, but maybe he’s not coming]

Your translation means “Obviously (from what I see) the city can flood again…” which makes no sense.
