It is so often omitted, that a better question would be when to actually include it in a sentence....

The short answer is that in the sense of EXISTING or HAVING, it is quite common: У меня для тебя есть сюрприз. (I've got a surprise for you.)
However in the sense of BEING, it is quite elusive and only seen in patterns such as: Я люблю тебя таким, как ты есть. (I love you such as you are.) where the sentence just needs some semblance of a copula at the end to complete the thought. For example, in the latter, как ты on its own would not make much sense and begs for a verb.
