Нет. не соглашусь. on тут совершенно ни к чему. Просто to rise something a meter, по-моему так

to lift something (up) a metre
to raise something (up) by a metre
for something to rise by a metre
the sea level rose/has risen by a metre
To raise the sea by a metre, you have to melt a lot of icebergs.

"by" is not necessary, but helpful
