This means “we’re running on a shoestring budget” which means that their budget is very small, so they don’t have enough ingredients and/or manpower to make all the cookieS.

Yes, usually in the professional sense, i.e. a restaurant, catering company, etc.

If it's an industrial kitchen, not a home one, I don't understand why they mention this in addition to "running on a shoestring". What exactly does this explain/clarify?

Yes, it's a business, but a home business. Do you agree that she means a home kitchen? This is only to explain that the scale of production is very small.

So, basically this means "we professionally produce cookies in our home kitchen".
I don't like "professional production' because the boundary between professional and non-professional is too vague. IMO "business production" is more clear - production for business purposes.

My point was that it doesn’t matter whether the kitchen is at home or an industrial kitchen in a factory, “out of“ indicates that she’s doing it as a business/professionally, regardless of how you express that. If it was a social situation and the woman made cookies for a party, she wouldn’t say “these are OUT OF my kitchen,” she would say “these are FROM my kitchen.“

У меня аллергия на эту книгу/учебник и я так и не уверен на 100% по поводу кухни. Из самого предложения не видно, что она домашняя, а без "домашняя" не вижу никакого смысла

Это понятно. Зачем тогда добавлять сюда кухню? Можно только догадываться, что кухня домашняя, маленькая, и это - еще одна причина.

На мой взгляд, и героиня, и автор - идиоты.
Героине звонят с серьезным предложением "we’d like to sell your cookies all over the country." - и героиня отвечает - см. выше. Если проблема только в бюджете, возьми кредит, дура. Если в площади и оборудовании - обясни нормально, а не просто "out of our kitchen".
У автора же одна задача - напихать как можно больше идиом, куда только можно.

The lady who’s calling her thinks that she has a bakery. Susan clarifies that no, she is producing the cookies at home with very little money and no investors. In other words, she’s running a small business from her home. We know that, because she uses “out of.” The crux of this is that she can’t possibly fulfill national demand for her cookies as long as she’s working out of her home and with no investors.

Did you not say above that, generally, a kitchen can be industrial, not necessarily at home?
We know it's at home, but the only what the other side of the conversation knows is tight budget and SOME kitchen.

If she had an industrial kitchen, in a bakery, producing lots of cookies wouldn’t be a problem. Be she specifies that she’s making them out of HER/THEIR (home) kitchen.
