FARE is normally the choice of food offered in a cafeteria. Here, it refers to the outfit of choice for her mother when she travels. It means наряд.

Not so much as sarcastically as it is humorous. The reader has an image of the mother going into her closet like someone walking into a cafeteria line and always picking the same thing to wear.
