Why do you need to drive full speed down a narrow street with cars parked on both sides? It’s in order to get through the one and only actual lane, before an oncoming car shows up. Otherwise, there’s no passing one another.

I see cars driving full speed down this street all the time because it’s narrow and has cars parked on both sides, and they rush to get through it before an oncoming car shows up since there are no lanes and no room for two cars to pass side by side.
