It means procedure of confirming your knowledge which has been got in high education establishment in another country.

I don't really understood what is meant by the translation "confirm a diploma" or "proof of a diploma" I think this might be a russian concept. Can anyone explain?

For example, you've graduated Medical university in Minsk where you've got diploma of doctor. But you want to start medical practice in Germany.
You should pass most of exams in german language and confirm your knowledge through this. After succcessful passing you will get the german official document which contains confirmation that you have not only document of education but real education and empowered you do medical practice in Germany
