well, this word is used in both senses. in Russian the word for "fate" and "destiny" is the same- "судьба". it is something that's preordained, either for one particular person, or for the whole humankind. the person to whom destiny orders in this sentence is unspecified. so it's not possible to say. I only can say that if destiny orders someone to win, there must be someone destined to loose, so this doesn't concern all of the humankind.
