Тут две разных фразы: (1) bring xxx to bear = привнести, (2) а IN в этом употреблении значит ДЛЯ ТОГО, ЧТОБЫ... "I had to bring all my knowledge or Russian to bear in translating this sentence."

Now I got it: to bring xxxx in skirting - to skirt = обходить кругом [или как у Синатры - “pass it wide” - “обходить за версту”. (Can’t help recalling something from my music vocabulary)]

No, Alex, the phrase is "to bring... to bear (=to put... into practice)" and then the object of this is "(in order) to skirt (=to avoid) the obstacles"

That’s exactly how I understood it. I just missed “to bear”.
To bring something (diplomatic skills) to bear in something else (skirting). Right?
