This is used when the speaker wishes to make a prediction based on experience or his own educated deductions or observations. It basically means “I’m almost willing to bet that...” Example: “We have all the speakers booked for our conference, but Dr. Jones cancelled last minute. We’ll just find one at the conference - there’s bound to be at least one doctor in the group.”
