issue не подойдёт, не контрактный термин, здесь только payment

PAYMENT тоже не подойдет - the payment is just part of the greater act, which is an accounting of the assets involved and a SETTLEMENT (as Rufi correctly translated) concluded between the parties.

Elena, ALL payments are financial - FINANCIAL PAYMENTS is redundant.

Rufi, REACHED would imply that they figured out how much was payable, however CONCLUDED/EFFECTED includes the actual payment and would sound much better.

Also, Rufi, you can't use the present perfect with BEFORE, it should be WAS concluded/effected before...

вообще-то надо понимать, что Стороны имели в виду. если оплатили и поставили товар(услуги), то settlement, а если проплатили поставку заранее, а поставки ещё нет, то payment. И прохожая тему: Стороны могли в дефинициях дать свои определения терминов, которые понятны только им.
