Also WHEN DRIVING means that you’re physically behind the wheel when you get the ticket. But in reality, you can get a ticket when you’re not in the car if you’re illegally parked.

А разве ever не более широкое понятие, чем since, т.е. разве ever уже не включает в себя since?

Нет, два разных значения: EVER когда-то/никогда в жизни, SINCE со времени чего-либо
