SAYS ABOUT is incorrect. Unlike SPEAK, the verb SAY always needs an object. It's a matter of valency. You can't SAY ABOUT, you can only "say SOMETHING about."

Is 'says that' different from 'says about' ? I see many examples around.
SAYS THAT is possible because what follows THAT is the object of say. SAYS ABOUT is only possible if someone says SOMETHING about...

To be clear, you can TALK about a neighbor, SPEAK about a neighbor, but SAY SOMETHING about a neighbor.
