It depends on the context. Is it a written speech for someone to read at an event; or is it speech in the sense of the way someone generally speaks?
this expretion ( to rough-tune the speech) was used as a recomendation to teachers of English who work with low-level students.
It means to simplify your speech so that it’s easier to understand. Speak in general, broad terms. In other words, instead of saying “This is a very interesting book that I’ve read about five times,” you should say “This a book. It’s very interesting. I’ve read it. I read it five times.”
