What нельзя использовать в этом предложении, должно быть when. Разницы нет, но второе предложение звучит намного более естественнее.

WHAT TIME is perfectly correct in this and any sentence asking *when* something happened.

Also, when the question is about a when something happened one time in the past, you use the simple past and never the present perfect.
When WERE you born?
What time DID you arrive?
When WAS he here?

Road, you can’t use the perfect with WHAT TIME because you can’t use the perfect when you mention a specific time in the past, and WHAT TIME asks for a specific time.

We haven’t spoken since July: for some reason, we haven’t had an opportunity to speak since July (we live in different cities, we’re both busy, etc.);
We haven’t been speaking since July: We fell out in July and haven’t spoken since then.
