'pouring rain' is a heavy rain, it's a noun preceded by an adjective.
Tom stood me up and I had to wait in the pouring rain for hours!

'pouring with rain' is a fixed expression, which strikes as me as a bit superflous, but well...
It's been pouring with rain all day, I hope we're in for a change!

Nastya, POURING is actually a participle - a verbal adjectival. Furthermore, "pouring WITH rain" is not idiomatic, we say "it's pouring rain."

Uly, this discussion actually shows subtle difference between US and British version of English. In England we do say "it is pouring WITH rain".
You are absolutely right about Participle though :)
