This is exactly the same as saying "Now that's posh!" It's not a question, it's an exclamation.

It's worth saying that, unlike "posh" in English, "шикарный" in Russian doesn't have any shade of negativity.

It doesn't have to have any negativity in English either. If someone shows you their suite in a hotel, you can say "Now that's posh!" and mean it.
