That's just the way we say it. If you see a friend in a restaurant, you say "I just came by to say hello" if you see a coworker at a party, you say "I wanted to introduce you to my wife" if your friend is sick, you say "I called to see how you're doing" They all sound more natural with the past tense.

Да, говоря о будущем: I'm going by your office this afternoon – I want to say hello to you.

Вот! Я и имела в виду: а вдруг там контекст именно такой? По хорошему, надо бы привести ОБА варианта с комментарием. Можно, конечно, и забить на всё это, зачем париться😁
