Во втором, конечно. Не понимаю, как можно обвинять в неграмотности без оснований/доказательств.
Честно говоря, я пытался найти доказательства, но не смог; просто знаю, что так не говорят.

1. Про "читать и писать" речи не было. "Говорить" - здесь правильнее.
2. Would "allegedly" not be better in this context than "apparently"?

We tend to use allegedly more in terms of something someone did or didn't DO, not about an implied quality. So you could say "I'm flummoxed by the fact that allegedly I stole money out of the cash register."

Well, the topic was "так не говорят". It's more general than writing as disregards possible spelling and punctuation errors. Т.е. неправильная конструкция/выражение.
"Неграмотный" covers both. Если человек говорит/выражается неграмотно, трудно ожидать, что он пишет грамотно.

Thank you for the explanation. It's funny that in English we don't have a succinct way of saying this with one word; we say "doesn't know how to speak properly" or "doesn't know how to read and write properly" etc.
