Update: source probably should read "reduced character set" as opposed to "standard character set" or "extended character set".

SMS with standard character set: uses the GSM character set which does not cover all languages but is compatible with all mobile telephones. Therefore use with reduced characters is strongly recommended.

Исходя из опыта, я бы сказала, что ограниченный набор символов предполагает ограничение в выборе самих символов, т.е. наличие или отсутствие возможности использовать тот или иной символ (например, @, €, £, & и т.д.). На мой взгляд, здесь предполагается ограничение по количеству символов.
