The problem is that FLAT is both a noun and an adjective, so you have to disambiguate it for the graph by putting it in a prepositional phrase... (and spelling it correctly :)

Here in the states, we have both condos and apartments. A condo is like a house inside a building that has a homeowners' association, to which you have to pay a maintenance fee every month.
