Normally we DEVELOP something that someone already has, such as a talent, or interest. But we don't usually use the verb "develop" to mean instilling those things IN a person. DEVELOP for the most part, is an intransitive verb - something develops. In the transitive sense, we use it to refer to the use of chemicals in order to reveal photography. I believe this Russian statement refers to developing the aesthetic sense that someone already has - not putting it there. However, if it DOES refer to giving someone an aesthetic sense that they don't already possess, than DEVELOP needs to be replaced by transitive verbs such as INSTILL, INCULCATE, IMPRESS, which can all be followed by the complement IN quite correctly: "Mr. Jones, a former violinist with the Denver philharmonic, did his best not only to improve the sound of the school band, but also to INCULCATE/INSTILL/IMPRESS IN his students a sense of musicality that would allow them to DEVELOP their own dormant musical talents."
