I am not sure how strict the rule is, but in the internet I see far too many examples without it, and my general impression is that the attitude to hyphens is, say, very relaxed.

It’s not that it’s relaxed, it’s that people ignore it or don’t know better. Anytime a numerical value is used as an adjective, it’s hyphenated.
