Definitely FOUNDATION. We use TONER to refer to an alcohol-like substance that you use to removed impurities from your face with a cotton-ball after you wash with soap. FOUNDATION is a skin-toned cream that is used to give the skin a smooth appearance and hide imperfections.

TONER is more commonly used to refer to the black powder that goes into some printers and fax machines. That’s what I thought they were talking about here when I saw the other translation using TONER - somebody had added too much toner to the machine.
