В стране слепых и одноглазый король. Любой, кто немного «нахватал» английского, мнит себя преподавателем и втюхивает свой «потрясающий» английский легковерным людям.

    In the land of the blind, the one-eyed man is king. Anyone who’s managed to learn/picked up a couple of words of/some English, thinks themself a teacher and sells/peddles his “amazing/kickass" English to the gullible/to people who don’t know better/who can’t tell the difference.

Russ, when we talk about people according to the function or title they hold, of which there’s only one, we often leave off the article: My father is CEO of a major corporation. My mother’s president of the PTA.

That would not be incorrect, but it would not be very logical. Companies normally only have one CEO, so it would sound better to use “the“ or no article.
